Kim Alexander is superintendent of Roscoe ISD. During his doctoral research, he was involved in research in differentiated instruction for economically disadvantaged learners, which led into more extensive research into understanding and educating generational poverty. This research has evolved into Collegiate Edu-Nation, a P-20 System Model for Student Success.

Trends show that over the past two decades, rural Texans have fallen behind in income, assets and health care. Rural students are less likely to have postsecondary degrees or industry-recognized certificates. However, that can be improved with better access to broadband Internet, online certifications and distributed college degree programs.
